The following are edited excerpts from an open letter from Randall Rosenbaum, RISCA Director, to all concerned with the Arts in RI. Please read. Then please make your support of arts funding known by contacting your State Reps, etc. Use the link provided below, if you need it. We thank you.
"I heard yesterday from my colleague in Oregon. Their Governor and legislature last week "suspended payments from the General Fund" to the Oregon Arts Commission. That, in effect, essentially freezes the Commission's operations. In addition, the Governor has proposed suspending state support for the arts in their 2003-05 biennial budget.
In the spirit of this and other cuts across the country, I've attached an article from the New Haven Register. The Arts Council of Greater New Haven gathered a panel of state legislators and asked for some practical advice: how can the arts be heard (and protected) at the state level. Their advice is worth noting.
o Get organized, go to the legislature to make your case in person, and frame your arguments in a way that demonstrates that you understand the numbers.
o Pay attention to what your representative is doing, don't be afraid to strike up a conversation when you see him, and relate your concern for the arts to your own community.
o Legislators do what they do because they believe they can make their State better, so arts advocates must convince them that the arts are integral to that - not just in terms of economic development but "because kids who are instructed in the arts will be better people."
o Explain to the governor what the local impact of the arts has been in business, quality of life and jobs - not because he doesn't know the impact but because he needs to know you understand it.
Please do not to be embarrassed for supporting funding for the arts at a time when many worthy causes are vying for cash. An effective argument for the arts will link them to, not separate them from, other quality-of-life issues.

Opera House/ Newport Performing Arts Center Renovation Update: The final facade design along with a new, temporary marquee should be before
the Historic District Commission at its next meeting. The renovation of the second & third floor with the marquee should be completed in the next 4-6 weeks. The first floor is still under investigation. As is common with major restorations like this, unexpected elements were discovered under the stone facade plastered on in the
fifties. The Project is proceeding carefully there. The fourth floor is on hold for
the summer due to increased attention to the first floor, but patrons of the movie theatre will be happy to know a new fire alarm system has just been installed.

| "ARTS AFTER HOURS" |
The Arts & Cultural Alliance of Newport County announces a new series of get
togethers for area artists. Arts After Hours, utterly informal gatherings at
local establishments, are meant to offer an opportunity for networking and
contact between artists, patrons and members of the cultural community. The
first Arts After Hours takes place on Tuesday, July 22 from 6-8pm at Pineapples at
the Hyatt Hotel on Goat Island in Newport. The evening's declared focus is
on visual arts, but all are welcome. There will be a cash bar, no entry charge
and anyone joining the Alliance at that time will receive a voucher for a
glass of wine on the Alliance. Upcoming Arts After Hours will take place on
Tuesday, August 19th 6-8pm at Schooners on the Bay at Melville Marina in
Portsmouth (focus: performing arts) and on Tuesday, September 9th 6-8pm at POP at 162 Broadway in Newport (focus: writing, all genres).

Rhode Island Film Festival Presents "Adopt-a-Film"
Challenge to Fellow Non-Profits
Non-profit film festival presents challenge and
opportunity to other RI non-profits.
PROVIDENCE, RI (July 15, 2003) - In an unusual twist to the current
sponsorship environment, the non-profit Rhode Island International Film
Festival
(RIIFF), is not asking for money, but giving it away. This year, RIIFF
has
created
an opportunity for other non-profits to raise needed funds through its
annual
Festival, August 5-10, 2003. Called the RIIFF "Adopt-a-Film" Challenge,
it
will
allow select non-profits access to festival tickets that they can sell
and
keep all revenues generated for critical and underfunded programs.
"In these mercurial times, which are fraught with ongoing
financial
difficulty, we feel it's our obligation to the community we serve and to
our
peers to open our doors and challenge existing funding schemes by being
proactive," said RIIFF Executive Director, George T. Marshall. "While we
certainly
welcome any and all financial support to run our event, we know that we
also have
something which could benefit others--a plethora of film screenings and
programming blocks."
"We see this as a win-win for everyone involved," said Jamie
Pachomski,
RIIFF Public Relations Manager. "This is a wonderful opportunity for
non-profits to truly be recognized for their community efforts, along
with
taking an
active role in our festival."
"This year, RIIFF will screen over a 180 films in multiple
locations
throughout the city of Providence. We expect a large number of
filmmakers
to be
in attendance. Last year, 203 filmmakers registered with us at our
office.
We
believe that will increase this year, given that more than 1000 entries
from
across the globe were received in 2003."
"In order to accommodate the heavy volume of films, we are forced
to
present many of them at times that may not be ideal for many working
filmgoers.
While audience attendance has traditionally varied during the week day,
we
have seen that certain niche programming will fill a house, regardless
of
day
and time.
"It was our thinking that we would make many of these niche time
slots
available as part of our "Adopt-a-Film" Challenge, thereby ensuring a
stronger audience for visiting filmmakers while providing an opportunity
for
non-profits to work with us and help them raise needed funds."
"It should be noted that the niche time slots would feature work
complimentary to the non-profit's interests," added Pachomski. "This
could
be
environmental, health, human service, arts, education, civil rights, gay
rights,
ethnicity, religion, or a whole host of interests."
In order to take part in this opportunity, there are ground rules
and
a time frame.
"We have limited seating, even with the 800 seats of the Columbus
Theater, RIIFF's mainstage. So, we are asking non-profits to state their
case and
convince us why we should work with them. We obviously cannot
accommodate
all
of the state's non-profits, so we are taking a page from the Rhode
Island
State Council on the Arts, and asking for an application which will
state
their
need and an explanation as to why this opportunity would be beneficial
to
them,"
stated Marshall.
The "Adopt a Film" Challenge kicks off the week of July 14th. All
non-profits interested in accepting the Challenge must submit a letter
of
intent
on company stationary which clearly details their need plus who will
benefit
from the funds raised. A mission statement and board listing should be
included,
along with a copy of the IRS 501-C3 designation.
All applicants must have letter of intent postmarked by Thursday,
July
24th. Collaborative partners will be announced the week of July 28th.
Entries will be judged on: clarity of purpose, need, and a clearly
stated
goal of the benefits of collaboration with the Film Festival. Judging
will
be
undertaken by a panel composed of filmmakers, screenwriters and members
of
the Board of the Flickers Arts Collaborative, the parent company and
producer of
RIIFF.
The winners of the "Adopt a Film" Challenge will receive 50 free
tickets (a $350 value) to a select film which will complement the
service
in which
they provide. They will be able to sell or raffle the seven-dollar
tickets
at
any price thus raising their potential revenue. If the winning entities
sell
all their tickets, RIIFF will provide additional tickets as a bonus. In
addition, the winners will be acknowledged in a follow-up press release.
All
proceeds will benefit the winning non-profit agencies, exclusively.

| Firehouse Theater Presents a World Premiere by Local Playwright. |
Contact: Jack Maytum, 849-3473 NEWPORT, RI In its continued efforts to showcase and support local talent,
the Firehouse Theater will premiere an original play by Christopher Welch, a
resident of Newport. CUSTODY AND VISITATION, An Unlikely Comedy,
features ghosts with opinions, in-law disputes and a precocious 8-year old.
The warm and often poignant story portrays Matt, a formerly important
television director, against his mother-in-law, a formerly important
actress, in a dispute over the custody of his daughter. His ex-wife, now
deceased, and his ex-boyfriend, also deceased, float in and out of scenes
offering wisdom and advice.
Christopher Welch`s career as a California Family Law attorney gave him the
realistic underpinnings for Custody and Visitation. He has had two previous
plays produced in professional theaters in California, including a revised
version of the Rodgers & Hammerstein musical, Pipe Dream, which was
sanctioned by the Rodgers & Hammerstein organization. His career began in
1959 when he appeared in a production of Our Town which starred Thornton
Wilder. Mr. Welch also directs the cast of veteran actors and two young
newcomers. Jim Brown, seen recently in The Owl and the Pussycat at the
Firehouse Theater and in Second Story`s Short Attention Span Theater is
Matt. Pat Toppa, known for her stellar performance as Alexa Ver de Ver in
As Bees in Honey Drown, is the self-dramatizing mother-in-law. Christina
Petrone, currently performing in Lovers and Other Strangers at the
Firehouse, plays the ghost of Holly, Matt?s ex-wife, who recounts her
misadventures in Elko, Nevada. Justin H Brierley, local actor and director
of the current film, Sweeping Up the Popcorn, plays Matt`s recently deceased
lover, Kit. The role of Matt & Holly`s daughter is played in rotation by
two List Academy drama students: Sophie Burnham, seen last week in St.
Michael`s Summer Theater Shakespeare Project and Alycia Karlovich who
recently completed the Newport Children`s Theater production of Tom Sawyer.
Custody and Visitation will run through the month of September, with preview
performances on September 5 and opening on Saturday, September 6. Friday
and
Saturday performances are at 8:00pm and Sunday performances are at 6:00pm.

| A CALL FOR ARTISTS |
Governor Donald Carcieri and The Rhode Island State Council on the Arts today announced a "Call for Artists" for "Scenes of Rhode Island." This January 2004 Exhibition will feature two-dimensional representational works of art depicting scenes from around the Ocean State. The curated show is designed to showcase the artistic talent of Rhode Island artists and the natural beauty of the state.
Governor and Mrs. Carcieri will award $1,000 to the artist whose work is chosen as "Best in Show". The cash award will go toward the purchase of the work, which will be on display in the State House. It will also provide for the right to reproduce the work as a high-quality, limited edition poster, numbered and signed by the artist, for use by the Governor and Mrs.Carcieri as gifts to select individuals and non-profit organizations, as well as to visiting dignitaries. The awards announcement will take place at a reception hosted by the Governor and Mrs. Carcieri. The second and third place winners will receive awards in the amount of $250 and $100 respectively.

The Alliance would like to welcome its 29th Organizational Member: Firehouse Theater----in the near future, look for its individual page on our Web site (www.newportarts.org). We have also added four new individual artists to our Membership Directory on page 2 of our Web site, bringing its total to 50 members. And speaking of our Web site, it is experiencing record numbers of visitors ( ie., browsers who stay on site for over 3 minutes and look at 3 or more pages). There was a long period after 9/11 when # of visits dropped to around 300 per month. However, for the last seven months, we have averaged well above 1,000 visits (over 1,400 for July alone). Also, we have been averaging nearly 3,000 monthly "views" (browsers who look at just the entry page for special events and announcements). All the more reason for Members to share their news with Tom Wilson (elliotttt@cox.net or (401) 846-4995) so that he can post them on our site and help spread the word.

| More Accolades for our newest Member RI INTERNATIONAL FILM FESTIVAL! |
A few notes about the success of last year's Rhode Island International Film Festival. Recently nominated
for an Academy Award as Best Animated Short Film, "Destino" had it US
premiere at RIIFF this past summer. A collaboration between Walt Disney
and Salvador Dali, the 58-year-old film was rescued from the Disney Studio
vaults four years ago by Walt Disney's nephew, Roy E. Disney.
"It is a testament to the hard work of our staff and strong support of our
sponsors that we were selected to screen this exceptional work," said RIIFF
Executive Director, George T Marshall. The film will be included in "Dali
2004," a Spanish exhibit celebrating the 100-year anniversary of Dali's
birth that opens this month in Barcelona.
Watch for it the night of the "OSCARS".
RIIFF NAMED ONE OF THE TOP 10 SHORT FILM FESTIVALS IN THE UNITED STATES.
California writer and independent film guru, Chris Gore, cited RIIFF as one
of "The Top 10 Short Film Fests in the United States". According to Gore,
"It's no secret that filmmakers launching their careers on the festival
circuit with a short film often get short shrift. But there truly is no
better way to get attention and learn the business." Gore noted that RIIFF
was one of the best places to get a narrative short seen, get reviewed,
possibly win awards, and, most of all, get attention. In listing the
reasons why he chose RIIFF, Gore stated, "The Rhode Island International
Film Festival provides the kind of intimate festival experience that will
change your life. Don't miss it."

| Newport This Week"s essay writing contest. |
You could win $250!!!
Newport This Week is sponsoring an essay contest open to all writers. The
rules are pretty simple: They give you two questions, and you write a
750-word essay in response to either one. Entries must be received by the
end of the day April 16. That?s about it.
The best essay will receive publication and the $250 award.* Other essays,
depending on the quality of submissions, may also be published in future
editions of Newport This Week.
The questions are:
1) What would you do if you were in charge of Newport?
2) What will Newport be like in the year 2020?
Some of the things we will be looking for include solid writing, a good
local knowledge, creativity, originality, insight into Newport culture,
politics and/or people, and a sense of humor, though the essays can be
serious as well.
Again, entries should be within 50 words of 750 words and should address the

RI4arts is a non-profit arts advocacy organization working in Rhode Island for the benefit of all artists and arts organizations, as well as for the benefit of the community-at-large. RI4arts has lobbied successfully since 1999 for the State Arts Council's budget, securing increases to the budget for two consecutive years and maintaining legislative and financial support for the arts in Rhode Island. The organization works to organize, educate and understand the needs of the Rhode Island arts community, act as a voice for that community, and further raise awareness and support among the community-at-large. FACTS
A recent study of the New England Council shows 4.5% of all jobs in Rhode Island are arts-related. This figure outpaces the regional figure of 3.5% and is almost equal to the amount of people employed in the Rhode Island financial industry.
A study by Northeastern University economists found spending by the non-profit arts industry in Rhode Island equaled $175.8 million in 1998. This figure does not include spending by patrons of the arts such as restaurants, tickets, parking, etc. RISCA estimates a conservative multiplier of 2.5 would set the current impact at around $440 million for the Rhode Island economy.

| RI FILM/TV OFFICE TO HOLD |
The Rhode Island Film & Television Office will hold "Film & TV Town Hall Meetings" in Providence and Newport during the latter part of May. These meetings, scheduled for Tuesday, May 25 in Providence and Thursday, May 27 in Newport, will explore opportunities and promote discussion with filmmakers, videographers, storytellers, actors, business people, government officials and any citizens interested in participating in film and television production. The meetings will be facilitated by Steven Feinberg, the new director of the Rhode Island Film & Television Office.
The Town Hall Meeting in Providence will be held on Tuesday, May 25th at Tazza Cafe and Lounge in Providence, located at 250 Westminter Street. Coffee will be offered from 6pm-6:30 and the meeting will be held from 6:30-7:30pm. It is being co-sponsored by Cliff Wood, Director of Arts, Culture and Tourism for the City of Providence.

Topics for Discussion
Among the topics to be discussed will be expectations of the RI Film & TV Office and ways to improve the current state of film/television production within the Ocean State.
This is an open forum, and all are invited to share their views and impressions on this topic.

Hi there..
We have a Request for Proposals out for an Independent Contractor to work with the Sustainable Artist Space Committee to investigate artist space (live/work, exhibition, performance) issues throughout RI. This committee is a sub-committee of RI Citizens for the Arts, in partnership with RISCA and the Housing Network of RI.
The RFP is available on request (elliotttt@cox.net). I'm hoping you will either consider the position yourself, or help spread the word and post it or pass it on to someone you think might be a good candidate.
The position would help push the agenda forward in obtaining, developing, assuring sustainable space for artists throughout RI. Depending on the expertise of the candidate and final budget amount available, this person (or persons) would accumulate the information available for obtaining or providing these spaces; be the point person to artists, developers, non-profits, etc; identify the challenges in obtaining, developing and sustaining spaces for artists; and most importantly, advocate for change.
The Contractor will report to this advisory committee, soon to be comprised of a balanced group of key people throughout the arts, development, planning and housing communities. Initial funds are being provided at $15,000 per year for a three year period. Other resources are also available to assist in the overall goal.

Due to rising real estate prices and mill redevelopments that take away affordable spaces conducive to artist use, this community is finding it harder to obtain safe, adequate and appropriate live and work space. The Sustainable Artist Space Initiative was formed through Rhode Island Citizens for the Arts , in partnership with the Rhode Island State Council on the Arts and the Housing Network of Rhode Island to begin addressing this issue. The Artist Live/Work Survey is the first step in that process. In order to develop effective strategies and initiatives that sustain these spaces, assessing the needs and challenges of artists of all disciplines is essential.

| Newport Performing Arts Center---a user study. |
Having completed Phase One of the project to restore the Newport Opera House into a live theatre venue and performing arts center, the Board of the Newport Performing Arts Center is in the midst of a user study to determine a business plan for the proposed theatre. The Board and its consultants, headed by Bartram & Cochran of Hartford, Connecticut, want to hear from the cultural community statewide of their interest in using the Opera House, in the center of Newport, for performances and presentations. The proscenium theatre will most likely seat between 500 and 600 and the building also features auxiliary spaces, such as office/classroom space and a rehearsal space which could perhaps accommodate an audience of 60-80 for small scale presentations. This is a study ? no commitments required ? which will determine interior design of the building as well as the management model and fundraising needs of the project. So dream a little and jump in. | Americans for the Arts launches Emergency Relief Fund |
Americans for the Arts has established a permanent fund to provide timely financial assistance to victims of major disasters for the purpose of helping them rebuild the arts in their community.
Americans for the Arts is initiating the Emergency Relief Fund with a $100,000 contribution from our reserves to immediately help those assisting with the recovery of their local arts agency or providing needed services and funding to local nonprofit arts groups and individual artists affected in the Gulf Coast states. The fund has been established in response to the individuals and organizations who want to help local cultural organizations and artists affected by Hurricane Katrina and other disasters but do not know where to direct such donations.

| Realities & Renewal Series |
Documentaries & Discussions The Rhode Island Progressive League (RIPL), under the kind auspices of the folks at The Firehouse Theater will be presenting a series of thought-provoking documentaries and discussion during the month of January, 2006.
All events, unless otherwise noted, will be held at the Firehouse Theater on Equality Park Place in Newport.
The series will be initiated with a First Night event on Saturday, December 31st, from 6-9p.m. featuring musicians from the CD called “State of Hope”, including Jim McGrath, Daniel Silvia, J.P. Jones and Bob Kendall.
Starting Friday, January 6 through Sunday, January 29, 2006, a different conscious-raising documentary will be shown followed by a question and answer discussion period, facilitated by area notables.
Showings will be each Friday and Saturday, starting at 7p.m., and every Sunday, starting January 8th at 2p.m.
$5.00 donation is requested to allay heating costs
Friday, January 6th, 7p.m.: The American Civil Liberties Union will host a screening of the documentary “Unconstitutional”, directed by Robert Greenwald. The film explores the impact of the U.S.A. Patriot Act on our civil liberties. Following the film, Executive Director Steve Brown will lead a discussion and questions session.
Saturday, January 7th, 7p.m.: The Rhode Island Progressive League will facilitate the showing of the documentary “Uncovered: The War in Iraq”, a 2004 updated version addressing intentional deception by the CIA, Pentagon and government leading up to the ”pre-emptive strike” on Iraq.
Sunday, January 8th, 2p.m.: Keith Morton, professor at Roger Williams College will host “The End of Suburbia: Oil Depletion and the Collapse of the American Dream”. This film explores the American Way of Life and its prospects as global demand for fossil fuel begins to exceed supply.
Sunday, January 15th, 2p.m.: Leroy White will bring his Soul & Conscience Tour to the Firehouse Theater as a fundraising event for the Martin Luther King Center in honor of the Martin Luther King, Jr. holiday. $10.00 donation.

| Temporary Charitable Incentives |
On September 21, Americans for the Arts reported the House and Senate tax committees have agreed on a series of provisions that would provide tax incentives for charitable giving through the end of the year as part of the "Katrina Emergency Tax Relief Act of 2005". Some of these incentives have been made available to all charitable organizations, as opposed to those tied to relief for Katrina storm victims, in order to avoid a downturn in giving overall. With these provisions, an individual will be able to deduct up to 100 percent of their income for gifts made before January 2006. Normally, taxpayers would only be able to deduct up to 50 percent.
This is important information for development leaders of non-profit organizations. It also perhaps offers incentive to gift givers to make donations before the end of the year.
